Chad Green, a member of the Virginia House of Delegates, has said that Democrats repeatedly blocked his efforts to eliminate the car tax. He framed the upcoming election as a referendum on tax relief in a statement made on Facebook.
“2025 is the car tax election,” said Chad, Chad Green, member of Virginia House of Delegates from the 69th Districts, according to Facebook. “My first year in the House, I introduced a bill that would have effectively eliminated the car tax for every Virginian. Democrats killed it on a party-line vote. This past session, I was a chief co-patron on a similar piece of legislation.”
Virginia’s car tax, formally known as the personal property tax on vehicles, has been at the center of legislative debate. Lawmakers are considering expanding tax relief due to surging vehicle values and taxpayer concerns. The 2023 General Assembly session featured proposals to raise the state reimbursement cap, reflecting ongoing disputes over balancing local government funding with easing the tax burden, as reported by the Richmond Times-Dispatch.
According to the Virginia Department of Taxation, the average car tax rate in Virginia is approximately $3.50 per $100 of assessed vehicle value, with some counties charging over $4.00. Statewide revenue from this tax surpassed $2 billion in 2022, up from $1.7 billion in 2020, and is projected to continue rising if vehicle prices remain high and relief is not expanded.
As reported in the Virginia General Assembly’s voting records, car tax relief bills tend to gain bipartisan support but often split over the size and targeting of benefits. In 2023, most Republicans favored broader relief, while many Democrats argued for more targeted relief or preserving local control, illustrating ongoing partisan debate over tax policy.
Green is a Republican delegate for Virginia’s 96th District and was previously chair of the York County Board of Supervisors. He is known for his advocacy on tax relief, fiscal conservatism, and law enforcement support. According to Ballotpedia, he has sponsored several bills focused on car tax and property tax reform.
